It is not possible to convert Thailand Visa on arrival (VOA) to another Type of Visa when you are in Thailand, and you cannot event extend it with additional days of stay in The Kingdom same as applicable with other visa types.
You will only be allowed to extend your stay in Thailand with VOA (Visa on arrival), if there is an emergency or medical issues that makes you required to stay in Thailand, such as the need of staying in Hospital for specific treatments or any other similar issue.

Visa on arrival allows its holder to stay in Thailand for 15 days only.
Some people get confused between the Visa on arrival (VOA) and Coming to Thailand under the visa exemption Scheme. They are both different Schemes applicable for different Nationalities and giving you different privileges in Thailand.
The Visa Exemption Scheme allows the traveler to stay in Thailand for up to 45 days and can extend his/her stay for an additional 30 days when in Thailand, So the Total possible stay duration is 75 days.
